Why did it take CDC so long to start testing for Coronavirus?

The Centers for Disease Control and Prevention had the test ready fairly early, but as those test kits were deployed to all the 50 states, it was soon discovered those tests were delivering inconclusive results. They had to re-develop the test and send new ones.
