Elon Musk says the first step is a base with food production and water. Ice mining droids would mine ice, melt it, and purify the water. A propellant plant would turn CO2 and H2O into CH4 and O2, which is methane and oxygen.

Starship uses methane as a fuel because the propellant is 78 percent oxygen and 22 percent fuel.
