Why Is a Global AI Slowdown So Hard?
Bill Gates says a true AI slowdown is very hard because China would have to agree to go along and compliance would have to be audited, somewhat as with nuclear weapons production. Without an agreement, the path people take is full speed ahead. He wishes there were a clear proposal that would be globally enforceable, and he would be among the people who would say yes. No credible proposal makes a slowdown work, so it is not the center of today's debate.
The debate now is whether government should even pay attention to the dangers. A voluntary offer to call if someone would like is inadequate for what he calls the most dangerous weapon of all time. He does not think it is fair to describe Democrats as simply running against AI. Positions on data-center requirements, privacy, and how children use the systems deserve policy consideration.
